This is a pattern across areas, not a cause. It says nothing about any individual case.
- Not a measure of how many permissions get built: Both figures cover the same four quarters, but homes finished in a year were mostly given permission years earlier. This compares how much building each council's area is permitting now with how much it is finishing now; it does not track what happens to any one permission.
- Counted as homes, not as permissions: Permissions are counted by the homes they cover, so a 100-apartment scheme counts as 100. Counted instead as permissions (one each, whatever their size), the pattern reverses: councils granting many one-off houses come out on top.
- The two figures cover different quarters: The latest four quarters end at different dates across areas (2026-04-01, 2026-07-01), so the two figures are not strictly like-for-like here.
- How steady this correlation is: Recalculating this correlation with any one council left out moves it between +0.35 and +0.45 -- close to the full-sample +0.39, so no single council is quietly deciding the result.
