This is a pattern across areas, not a cause. It says nothing about any individual case.

• Not every local authority appears: Cork City Council, Cork County Council are not shown: no population figure is published for them, so a per-resident rate cannot be calculated.
• Not a measure of how many permissions get built: Both figures cover the same four quarters, but homes finished in a year were mostly given permission years earlier. This compares how much building each council's area is permitting now with how much it is finishing now; it does not track what happens to any one permission.
• Counted as homes, not as permissions: Permissions are counted by the homes they cover, so a 100-apartment scheme counts as 100. Counted instead as permissions (one each, whatever their size), the pattern reverses: councils granting many one-off houses come out on top.
