- Counted as homes, not as permissions: This counts the homes covered by each planning permission, so a 100-apartment scheme counts as 100. Counted instead as permissions (one each, whatever their size), the pattern reverses: counties with many one-off rural houses come out on top. How supply is measured changes what this comparison shows.
- Homes permitted, not homes built: This counts homes granted planning permission, not homes finished. Not every permission is built, and the ones that are can take years.
