What these terms mean

Residential Property Price Index
A measure of the change in the average level of prices paid for residential properties. It is an INDEX, not a price: a value of 165 means prices are 65% above the index's base period, not that a house costs EUR 165. Source
Base period
The reference point the index is measured against -- January 2005, set to 100. Movements are read relative to that base, so two regions' index values are comparable as CHANGES over time but not as prices. Source
Houses vs apartments
CSO publishes separate indices for houses and apartments, and a combined 'all residential properties' measure. Outside Dublin only the houses index is published, which is why this product uses houses uniformly when comparing regions.
Year-on-year change
The percentage difference between the latest month and the same month a year earlier. It removes seasonal effects, unlike a month-on-month comparison.
