- CSO's quarterly count of new dwelling units — houses and apartments — covered by the planning permissions granted that quarter. Not extensions or alterations. Source
- Why this is not New Dwelling Completions
- Permissions measure intent to build; completions (a separate dataset on this site) measure homes actually finished. The two move at different times, for different reasons, and the gap between them can run to years.
Before you use these figures
- Counts dwelling units, not permissions: Each permission counts for the number of homes it covers — a permission for a 100-apartment block counts as 100, a one-off house as 1. The separate 'Planning permissions granted' figure counts each permission once, so the two can tell quite different stories about the same council.
- Not available for this area: No figure is published at or above Galway.
- A single scheme can dominate a council's quarter: 31 councils is a much smaller base than the 8 regions this dataset is also published for, so one large development finishing can swing a quarter's total sharply. Percentage changes at this level are large and ordinary, and describe development scheduling more than housing policy.
- A missing apartments figure is counted as none: For some quarters CSO publishes a houses figure but no apartments figure, almost always for councils where apartment building is rare. Those quarters are counted as houses only, the same as the permissions figure.
- A permission granted, not a home built: This counts planning permissions granted for new dwellings, not dwellings actually built. Permission is an early step — some approved schemes are delayed, scaled back or never built out, and the gap between permission and a finished home can run years. Treat this as a leading indicator of intended supply, not a measure of completed housing.
- New construction only, houses and apartments combined: Only permissions for entirely new houses and apartments are counted here — extensions and alterations to existing buildings are not included.
