- Not every award has a recorded bid count: Some council-attributed awards have no bid-count value published at all. This rate is calculated only over awards where a bid count WAS published -- those with no bid count recorded are excluded from both the count of single-bid awards and the total they're measured against, not silently treated as having had more than one bid.
