These are raw counts, not rates — a larger area ranks higher on this page mainly because it has more people, not necessarily a worse underlying rate.

Colour shows the 12-month change in the number of planning permissions granted for new dwellings -- each permission counted once, not the number of dwelling units it covers -- published by CSO for each local authority and, at a coarser level, for each region.
Two or more areas with the same figure share a rank — the next rank is skipped (e.g. two areas tied for 1st means the next entry is ranked 3rd, not 2nd).
Before you use these figures
- Counts permissions, not dwelling units: Each planning permission is counted once, whatever the number of dwellings it covers — a single permission can be for one house or for an apartment block of a hundred units. CSO's own separate headline release ('dwelling units granted permission') counts units instead, and the two can move in different directions in the same quarter.
- New construction only, houses and apartments combined: Only permissions for entirely new houses and apartments are counted here — extensions and alterations to existing buildings are not included.
- A single scheme can dominate a council's quarter: 31 councils is a much smaller base than the 8 regions this dataset is also published for, so one large development finishing can swing a quarter's total sharply. Percentage changes at this level are large and ordinary, and describe development scheduling more than housing policy.
- A permission granted, not a home built: This counts planning permissions granted for new dwellings, not dwellings actually built. Permission is an early step — some approved schemes are delayed, scaled back or never built out, and the gap between permission and a finished home can run years. Treat this as a leading indicator of intended supply, not a measure of completed housing.
- Council-level history starts in 2018: CSO's council-level breakdown of this release begins in 2018Q1. Earlier history exists only at the national/regional level (see the separate region-level planning permissions figures).
